This is first and the most important part on SEO. I am showing you example using Ahref SEO tool. Let’s say you are targeting small businesses.
Go to Keyword Research input small business and search. If your website is new select keyword difficulty between 1-7, search volume minimum 200 and word count 4-7. You will see result something like this. pickup keyword which suits your business and you can write content.
2. Write content
Before writing content check SERP and take a look on what this keyword competitors are writing about. Content should be properly formatted and have bullet points and header tags. To avoid grammatical mistakes use grammarly tool, you can start with free version.
3. Link Building
Now you have perfectly written blog post and optimise it for your desired keyword, let people know about this by linking it with other blogs and websites. Here are some websites where you can share your article.

Create Facebook and LinkedIn page for your brand or company. share post on facebook, linkedin pages and twitter and other social media you use.

You can find content writers on Fiverr and Upwork. In my opinion hire someone from upwork is better than buying gigs from fiverr. Hire candidate who have written articles similar to your niche.
2. Buy Link Building Gigs
You can find many people selling link building link on FIverr but before buying link building check reviews, ask for work they have done before. Select reputed gigs rather than cheaper one. Most of the time cheaper will hurt ranking. Ask them to provide link where they are doing link building.
3. Keyword Research
I suggest to do keyword research yourself as you or people working in your company knows better about your product and service than anyone else. You can use tools like Ahref, SpyFU, Moz or ubersuggest for keyword research.
I use site kit plugin for my wordpress sites to monitor performance. This plugin is free and developed by google itself. You can connect with search console and webmaster with few clicks. You can also monitor website performance.
This one is must have plugin if you use wordpress for your blog. Both paid and Free version available. You can start with free version. When you have content ready you can paste it your blog post and optimise it using Yoast plugin. Make sure both Focus keyphrase and readability analysis are green, at least orange.
